HB270: Alabama Water Well Driller Licensing Changes

HB270 introduces significant changes to Alabama's water well driller licensing, including a tiered licensing system (Unrestricted and Restricted), increased licensure fees, mandatory continuing education, and enhanced authority for the Environmental Management Commission. The bill aims to modernize the licensing process, protect consumers, and ensure sustainable groundwater management. Key changes include a move to a two-year license period, increased fees for both unrestricted ($1,000) and restricted ($500) licenses, and continuing education requirements commencing in 2027 (6 hours for unrestricted, 3 hours for restricted). The Environmental Management Commission gains the authority to adopt rules and establish fees for water well completion certifications. Penalties for non-compliance are reinforced. HB270 takes effect on October 1, 2025.
